Meeting Minutes – 7/30/15

Meeting opened at 6:30AM. Attending: Mike Sullivan, Mark O’Clair, Michele Van Reet
Visitors: Mr. Dick Williams
- Minutes presented from July 8 meeting. Will be reviewed at the next meeting.
- HPPD Review Board – all candidates are in. We have agreed to invite Brett Russ and will get in touch with him to confirm (Michele).
- P & S/Indemnification update – both signed. Barton is concerned with possible water issues on the site. Mike Sullivan has contacted someone at DCR because the ‘water’ is not there, it’s an underground pipe. The variance with DCR would be simple, but it would also need to go through MEPA. Mike Sullivan indicated that RDIC needs to get this straightened out with DCAM and MEPA regardless, but Barton may want to switch to site 1 as the variance with MEPA would be a 3 month process at minimum. We would need to put out another RFP to change sites, so it may take the same amount of time in either case.
- Barton questioned the need for attending the town meeting presentation, but Mike convinced them to sell the project so that we will be able to go forward either way (site 2 or site 1). They agreed.
- Article 1 for town meeting is all set, but Article 2 for the TIF application is not ready for presentation. We don’t have some of the specific details for the application. Mike Sullivan wants to get the article read and seconded so that he can explain the article, then will propose to take no action. He would like to get a straw vote on it, but not sure how to do it – he will talk to the moderator for guidance.
- Mr. Williams brought up the fact that the proposal is to purchase 607,375sq. ft., which is 13.94 acres. He questioned the large size of the lot. Mike Sullivan commented that with the sewer line and two drainage lines the lot is not really good for anything else anyway. Possibly for recreation, but not much else. Mr. Williams brought up that the dam is on that parcel and questioned who would be responsible for those repairs. Mike Sullivan is convinced that they are going to want to revert to site 1 due to the environmental issues.
- Flo Design – Mike Sullivan referred to emails regarding getting the wind tower site cleaned up.
- Questions for town meeting:
- Citizen Comment/Question: Road is driveway, if it becomes a road there are concerns about pedestrian safety. Is it a public way? Mike Sullivan: November 18, 2013 Town Meeting it was voted to accept as a public way.
- What is Proposed Setback? He needs to research. It looks like 90 ft. on the plan. We should tell them what the zoning allows because it could change.
- What is parking and other site allowances in the area? Needs to research the zoning.
- What is the implication to diminish property values near the site?
- How many sites on RFP? 3 on the last one.
- Will we be putting out more RFPs? Yes.
- When the site was closed, the sewer was capped. Will there be a fee for the business to connect to the sewer line? Yes.
- What is the available sewer capacity? We know what the hospital used, but we can’t say what new businesses will use. Isn’t there a reserve for the site anyway? There’s no evidence of a ‘reserve’ set aside. There is available sewer capacity in the system at this time.
- Will architectural and site plans be available to the public? Yes, we will schedule a meeting to review them for anyone who is interested.

- Van Reet motioned to adjourn. O’Clair seconded. Unanimously adjourned at 7:04AM.
